Through its regional offices, SEA translates scientific research into practical solutions across four core areas: agriculture, family sciences, youth development, and community resilience, fostering economic self-sufficiency and sustainable development across Puerto Rico.
La Alianza por la Agricultura
The Alliance for Agriculture (Alianza por la Agricultura or A4A) is a Puerto Rico–based non-profit organization dedicated to transforming the archipelago’s food system. By connecting local farmers, producers, and communities through education, regenerative practices, data, and accessible technology, the organization works to strengthen rural economies, build local food distribution infrastructure, and advance food security and agricultural resilience across Puerto Rico.
Migrant Health Center, Western Region
As a pioneer Section 330 Community Health Center with over 50 years of service in Puerto Rico, Migrant Health Center, Western Region Inc. (MHC) delivers comprehensive primary and preventive healthcare services across 14 regional clinics and 12 special projects in western Puerto Rico. The organization coordinates integrated clinical care tailored to meet the needs of agricultural workers, low-income families, and medically underserved populations.
ASSMCA (Puerto Rico Mental Health and Anti-Addiction Services Administration)
As the principal mental health and substance use agency for the Government of Puerto Rico, the Administración de Servicios de Salud Mental y Contra la Adicción (ASSMCA) is responsible for establishing public policy, regulating care standards, and administering comprehensive prevention, treatment, and rehabilitation programs across the island. The agency coordinates wide-ranging behavioral health services while operating the 24/7 bilingual Línea PAS crisis hotline and regional support networks to foster psychological resilience and safeguard public health statewide.

Administered by the Mental Health and Addiction Services Administration (ASSMCA), Línea PAS (Primera Ayuda Sicológica) functions as Puerto Rico’s primary 24/7 crisis intervention, mental health, and suicide prevention hotline. The service provides confidential, immediate support through toll-free phone calls, a mobile app, text messaging, and dedicated sign-language lines for the hearing impaired. Staffed by qualified behavioral health professionals, the program delivers emergency psychological triage, crisis counseling, tele-triage, and seamless referrals to clinical treatment centers and social services statewide.
Puerto Rico Farm Credit
Borrower-owned cooperative within the nationwide Farm Credit System, Puerto Rico Farm Credit is the island’s primary financial institution dedicated exclusively to the agricultural sector. The organization provides wide-ranging credit and financial services tailored to support agricultural producers, agribusinesses, aquatic operations, and rural landowners. By providing reliable capital and customized financial solutions, the cooperative drives rural economic development, supports local food production, and strengthens agricultural sustainability throughout Puerto Rico.
USDA Farm Service Agency – Puerto Rico
The USDA Farm Service Agency (FSA) Puerto Rico State Office implements federal agricultural policies, commodity programs, and financial assistance initiatives tailored to local producers. Through a network of service centers across the island, the office provides wide-ranging support including farm ownership and operating loans, disaster recovery assistance, safety net income support, and conservation programs designed to stabilize agricultural operations, mitigate climate and weather risks, and strengthen the economic viability of farmers and ranchers throughout Puerto Rico.
Puerto Rico Agricultural Insurance Corporation (Corporación de Seguros Agrícolas)
Established under the Puerto Rico Department of Agriculture, the Corporación de Seguros Agrícolas (CSA) functions as a public corporation designed to safeguard the financial investments of local agricultural producers, lending institutions, and government incentive programs. Created by Law 166 of 1988, the entity provides wide-ranging crop and agricultural insurance policies to protect farming operations against catastrophic losses caused by hurricanes, droughts, plant diseases, and severe atmospheric events. CSA mitigates economic vulnerability, secures agricultural credit channels, and reinforces local food security across the island.
